The plain negative 足りない sits in front of 町 to describe it: お金が足りない町 (towns where money is short).

Expresses a change of state for い-adjectives. Drop the final い and add くなる. Indicates something has changed or will change to a new state.

日本のいろいろな町で、夜も開く図書館が増えています。

In all sorts of towns across Japan, the number of libraries that are also open at night is increasing.

前は夕方五時に閉まる図書館が多かったですが、今は夜八時ごろまで開くところがあります。
